Noel Rawlins

Noel Rawlins is an experienced Queensland state school educator and organisational leader.

Noel has a clear vision for ensuring that quality schooling options are available for all young Queenslanders.  He has been a Primary school teacher in London, Secondary school teacher and Principal, and more recently a P-12 College Principal in both Far North and South East Queensland. Noel has extensive experience across rural and urban schools, as well as remote Aboriginal communities within Cape York. Noel has been using the concepts, models and skills of Systems Leadership Theory (SLT) for approximately twenty years. 

Professionally, Noel is currently in the process of leading significant organisational transformation at Upper Coomera State College (UCSC).  When the urban development of the local community on the the Gold Coast was at its peak, UCSC was the largest school in the southern hemisphere - now thankfully the College is smaller at around 2000 students.  Throughout Noel’s four-year leadership tenure, his focus has been firmly aligned to achieving the College purpose of providing quality schooling for all.  In terms of bringing this intent into reality, Noel has focussed on four strategic pillars – (1) Providing a quality schooling experience, (2) Advancing to our desired culture, (3) Ensuring our organisational effectiveness, and (4) Committing to continuous improvement. Exponents of SLT will understand the link between the research of Macdonald et al and the framing of these pillars.
